Messrs. H. Albert de Pary and Company, Agents
of the Norddeutscher Lloyd Steam Ship Line have ap-
plied to Her Majesty's Consul General at Antwerp for
authority to land at Antwerp fifty one cases of rifles
which have been consigned to him from Hong Kong
under Pill of Lading without his authority.
Messrs. de Rary state that a Regulation is in
force at Hongkong which prohibits the importation
of arms and munitions of war and which provide that
goods of this nature shall be returned to the port
of shipment consigned to the British Consular Offi-
cer.
Sir Gerald de C. Perry asks for instructions
as to the course which he should pursue in the
matter and I am directed by the Marquess of Salis-
bury
